When a DANA dumps hundreds of litres per square metre, or a river breaks its banks, the difference between a managed flood and a catastrophe depends largely on whether flood emergency plans exist and work. Spain has a multi-level civil protection system — national, regional and local — designed to organise the response. This article describes how it is structured, who takes part, and how warnings reach the public.

The legal framework: the State Flood Risk Plan

The central instrument of flood planning in Spain is the State Civil Protection Plan for Flood Risk, approved by Royal Decree and updated periodically. It sets out the organisational framework and the procedures for coordinating the bodies involved when a flood exceeds the response capacity of one region or affects several.

The state plan is activated when the emergency is declared to be of national interest by the Minister of the Interior, which transfers direction and coordination to central government. In practice, most flood emergencies are handled at regional level, and state intervention is reserved for the most serious situations.

The plan also defines the role of the national bodies that supply critical information: AEMET for weather forecasting, the river basin authorities for monitoring rivers and reservoirs, and the Directorate-General for Civil Protection and Emergencies for operational coordination.

Regional plans: diversity and specialisation

Each autonomous community develops its own flood emergency plan, tailored to its specific risks. Among the best known:

  • INUNCAT (Catalonia). It addresses a complex hydrological reality, with large Pyrenean basins such as the Segre and the Ebro alongside fast-responding coastal torrents such as the Llobregat, the Besòs and the Maresme streams. It includes specific activation thresholds based on SAIH data and weather forecasts.
  • PLATEGA (Galicia). The regional emergency plan, which includes a specific flood protocol. Galicia faces both fluvial risk on the Miño, Sil and Ulla and coastal risk from storm surge.
  • INUNCAM (Castilla-La Mancha). Covers the extensive Tagus, Guadiana and Segura basins as they cross the region, with particular attention to river confluences and to the effects of reservoir operation.
  • PATRICOVA (Valencia region). A land-use planning instrument rather than an emergency plan as such: it classifies areas by risk level and sets restrictions on use, complementing the emergency plan proper.
Every plan is different: Regional plans reflect the geography and risk profile of each territory. Catalonia, with a densely built-up coast and fast-responding torrents, uses different thresholds and procedures from Galicia, where rivers are steadier but Atlantic storms can last for days.

The three phases of an emergency

Flood emergency plans are generally structured in three phases that follow the event as it develops.

Phase 1: pre-emergency

Activated when adverse weather is forecast that could cause flooding, typically starting with an orange or red warning from AEMET. During this phase, preparatory actions are taken:

  • The warning is passed to every body involved.
  • Operational coordination centres are activated.
  • The river basin authorities step up hydrological monitoring.
  • Emergency services — fire brigades, the military emergency unit, the Guardia Civil — are placed on alert.
  • Possible preventive evacuations are prepared in the highest-risk areas.
  • Recommendations are issued to the public through the media and social networks.

Phase 2: emergency

Activated when flooding is already happening or is imminent. It has several severity levels, usually numbered 0 to 3, according to how widespread it is and how many people are affected. The main actions include:

  • Evacuating people at risk.
  • Rescuing anyone trapped by the water.
  • Closing flooded roads and transport links.
  • Opening emergency shelters.
  • Deploying the military emergency unit if needed.
  • Coordinating all services from the joint operational centre.

Phase 3: return to normal

Begins once the immediate risk has passed and the water starts to recede. It covers damage assessment, cleaning up the affected areas, restoring basic services such as drinking water, electricity and communications, the safe return of evacuated residents, and the start of compensation and reconstruction procedures.

The key actors

Managing a flood emergency in Spain involves a network of bodies with complementary roles.

AEMET issues the adverse weather warnings that set the whole system in motion. Warnings are classified as yellow (no risk to the general population, but risk for some specific activity), orange (significant risk, with unusual phenomena and some danger to normal activities) and red (extreme risk, with phenomena of exceptional intensity and very high risk to the population).

The river basin authorities — Tagus, Guadiana, Guadalquivir, Ebro, Duero, Segura, Júcar and the rest — monitor rivers and reservoirs through their SAIH networks and report hydrological risk situations to civil protection.

The Government Delegation in each region coordinates the state security forces and, in an emergency of national interest, takes over direction of operations.

The 112 emergency number is the single point of contact for the public. Regional 112 centres take the calls and coordinate the response of the operational services, handling everything from rescues to information about closed roads.

The Military Emergency Unit (UME): Created in 2005, the UME is a military unit specialised in intervening in natural disasters. It has roughly 3,500 personnel, heavy earth-moving equipment, amphibious vehicles and the logistics to operate autonomously. It is deployed at the request of the affected region or by decision of central government, and has intervened in practically every major flood in Spain since it was founded.

ES-Alert: mass warnings to mobile phones

Since June 2023, Spain has had ES-Alert, a mass public warning system based on cell broadcast technology. Unlike SMS, which requires sending an individual message to each number, cell broadcast transmits a message simultaneously to every mobile phone connected to the masts in a given geographical area — including the phones of tourists and foreign visitors.

Its technical features include:

  • Immediacy. The message reaches every device in the affected area within seconds.
  • No user data required. It needs no phone numbers and no subscription; it works by proximity to the mast.
  • A distinctive alert tone. The phone emits a loud sound and prolonged vibration even in silent mode, so that the warning is not missed.
  • Short, clear content. Messages state the nature of the danger, the area affected and what to do.
  • Multilingual. Messages can be issued in several languages, including Spanish, the co-official languages and English.
The lesson of Valencia 2024: ES-Alert was activated during the October 2024 floods in Valencia, but its effectiveness became the subject of intense public debate. The criticism centred on the alert going out too late, when many towns were already flooded. The technical system worked; the human decision to trigger it was delayed. That has prompted a review of activation protocols towards more automatic, more anticipatory criteria.

ES-Alert complies with the European Electronic Communications Code, which requires every member state to have a public warning system for mobile phones. Spain chose cell broadcast, considered more robust and faster than alternatives based on SMS or apps.

The European layer: Copernicus EMS

At European level, the Copernicus Emergency Management Service supports member states during natural disasters. Its two main components are:

  • Rapid mapping. Once activated by a member state, Copernicus EMS produces maps of the affected area from satellite imagery, allowing the extent of flooding and the damage to be assessed. Those maps can be available in under 24 hours.
  • EFAS, the European Flood Awareness System. A continental-scale flood forecasting system that gives national services early warning several days ahead, using hydrological models driven by ensemble weather forecasts.

During the Valencia floods of 2024, Copernicus EMS was activated and provided flood extent mapping and damage analysis used by both the Spanish authorities and the European Commission.

How warnings reach the public

The warning chain uses multiple channels to maximise reach:

  • ES-Alert for imminent emergencies, reaching every mobile phone in the affected area.
  • 112, the emergency number, for two-way queries and alerts.
  • Radio and television. Public broadcasters are legally obliged to carry civil protection warnings. Radio remains one of the most reliable channels because it works without electricity or internet.
  • Social networks. The official accounts of AEMET, Civil Protection, government delegations and the 112 services publish updates, and these platforms have become essential during emergencies.
  • Sirens. Some municipalities and dams have acoustic warning systems. They matter especially downstream of large dams, where a dam emergency plan may require alerting the population within minutes.
  • Mobile public address. Police, fire and civil protection vehicles with loudspeakers drive through affected areas giving direct instructions.

Coordinating volunteers

Major floods generate a huge wave of public solidarity. The Valencia floods of 2024 mobilised tens of thousands of spontaneous volunteers who travelled to the affected areas to help with cleaning and assistance. That generosity is invaluable, but it also poses logistical and safety challenges.

Emergency plans provide for integrating organised volunteers — the Red Cross, civil protection groups, volunteer associations — into the response structure. Organised volunteers are trained in advance, insured and work under the coordination of the emergency services. Managing spontaneous volunteers is harder: it requires registration points, task allocation, protective equipment and access control to dangerous areas.

Municipal action plans

The link closest to the public is the municipal emergency plan. Every town at risk of flooding should have one covering:

  • An inventory of risk areas within the municipality.
  • A register of vulnerable people: the elderly, those with reduced mobility, hospitals, care homes.
  • Signposted evacuation routes and meeting points.
  • Emergency shelters with defined capacity.
  • Protocols for closing traffic in flood-prone areas.
  • Available equipment: pumps, flood barriers, generators.
  • The chain of command and communications for municipal staff.
A gap in preparedness: According to Civil Protection figures, a significant share of Spanish municipalities located in flood-prone areas lack an up-to-date municipal emergency plan, or have never tested one through a drill. That gap between planning on paper and real preparedness is one of the system’s most critical weak points.

What the public needs to know

No civil protection system works if people do not know how to react to a warning. Public education on flood risk means knowing the basic self-protection rules: never try to cross flooded ground on foot or by car, since 15 cm of moving water can knock a person over and 30 cm can sweep away a vehicle; move to upper floors in a sudden flood; keep away from channels and ravines during storms; and follow official instructions without arguing with them in the moment.

Spain’s flood civil protection system has evolved enormously in recent decades, but recent events show that important challenges remain: speeding up decisions, improving coordination between administrations, completing municipal planning and, above all, building a social culture of risk in which every citizen knows what to do when the alarm sounds.
